Further to this Chamber's letter of 7th uit. on the subject of delay to Inward Mails, I have now the honour to enquire if Government is in possession of, or can procure any information regarding the transhipment of the English Mail from the B.I. Negapatam /Straite Steamer to the Ben Line steamer "Benavon" at Singapore, while the P. & 0. "Kashgar" was scheduled to leave Singapore for Hongkong a few hours later.

The Hon. Mr. Parr in his address to the Members of the Chamber of Commerce at the last Annual General Meeting said:-

"The reason why some mails arrive more quickly tnan others depends largely upon the wait at Singapore for the first most expeditions steamer leaving for Hongkong: that it will be readily understood that the first steamer leaving may not be the quickest, therefore discrimination on the part of the Post Office at Singapore may sometimes be necessary".

It would appear therefore this is a case where the Singapore Postal Authorities have discriminated wrongly, for, they must surely have known that the 8.8. "Kashgar", a reputed fast P. & 0. steamer leaving a few hours later must easily overtake the 8.8. "Benavon", and did in fact overtake it, arriving in this Port a day earlier.
